Underspending funding is not the only issue here ---- the County is the gatekeeper for clients to be able to enter the vast majority of these services. I suggest the discussions on priorities focus on the reasons why there is underutilization before we decide the service is not needed.

If I read the totals correctly, while there is less unused MHSA as years go on, there is still a large amount unused MHSA that will still be available... why would we be looking to reduce? I agree with understanding the under-spending as well, as Elisa noted.

The same here. We do not have enough information as to why people/clients are not having access to these services. Through all the process and meetings from 2019 to present, people/clients have shared experiencing a hard time accessing these services. Per data presented underutilization is very significant.
