Please feel free to type your questions into the chat as we go through the presentation and we will address them during the discussion.

I have a clarification. As the SLC can we recommend a substitution to your recommendations as a motion here and vote on it?
SLC Sparky Harlan
56:00
There was a lot of questions regarding your changes to individual CBO contracts on reductions, dosage changes, etc. It seemed like the group was uncomfortable with make recommended changes without provider input.
SLC Sparky Harlan
58:19
I prefer you keep CBO's unsponsored/MHSA in their budgets and cut the $12 million in AOT to fund needed increase to Adult/OA services.
SLC Sparky Harlan
01:00:05
Regarding AOT, are you not going to the BOS this week asking for General Funds Reserve to fund AOT? It seems like the BOS is supporting General Funds for AOT.

SLC/BHB GARY MILES

Can you clarify why there is a wait list for criminal justice services, but the program trend is underutilized.
SLC Sparky Harlan
01:04:35
Are you using and reallocating any "under-utilized" BHSD funding to these increases? How much of unsponsored dollars are you reallocating from BHSD?
Don Taylor
01:05:41
are the dollar amounts shown MHSA only funds, or inclusive of MHSA plus any leveraged funds?
SLC Christophe Rebboah
01:07:50
Are the projected increase in total proposed slots designated to current providers or are they going out by way of the competitive bidding process.
Erin O'Brien
01:12:41
How do you leverage FFP ($1,080,662) in a 28 bed facility with the IMD exclusion?
Dee DeWitt
01:15:40
Can you send this slide deck as soon as possible please...
BHB/SLC June Klein
01:15:51
I the reduction in the Criminal Justice Service in any way associated with the “faster” release into outpatient services? Either way I support more funds for outpatient and transitional housing for lots of reasons. Just wondering if there is a correlation.
BHB/SLC June Klein
01:16:56
I guess I am also wondering about the reduction in Criminal Justice Service when I have heard they do not have adequate services. Is this incorrect? Or is this a lack of implementation?
SLC Sparky Harlan
01:20:18
Don't you need the ACT increase for AOT implementation?
Erin O'Brien
01:20:40
How do you see the implementation of AOT impacting needed services and being impacted by your changes?
Dee DeWitt
01:22:19
Are the increases in Adult OP and FSP client slots going to be allotted on a pro-rata basis to providers based on their current % of clients served?
SLC Kathy Forward
01:26:42
My understanding is that unused funds are being transferred to increase capacity in other areas. There will be no reduction of services in the programs with the unused funds. Is this correct?
SLC Elisa Koff-Ginsborg
01:27:36
Is the MHSA only for the voluntary portions of services that are for clients who enter AOT or would it also include court ordered services?
SLC Elisa Koff-Ginsborg
01:34:28
Are all funds being repurposed in the plan or are some not reallocated at this time. If the latter how much is that?
Juan Miguel Munoz-Morris
01:49:06
Please add your CYF questions in the chat and we will address them in the order received once Zelia finishes her presentation.
SLC Sparky Harlan
01:50:34
How do you add 41 slots in TAY with only $19,897? Is it through cutting dosage?
Don Taylor
01:52:01
to maintain the same capacity, will you be shifting unsponsored MHSA dollars to using MHSA as sponsored dollars (essentially less local funding and more leveraged funding to serve the same numbers)?
Don Taylor
01:53:16
is the MHSA dollar increases shown in TAY and other programs just the MHSA dollars (and not the full leveraged amounts)?
Dee DeWitt
01:58:56
How is the addition to TAY IFSP being rationalized when there is underutilization in the TAY IFSP program and overutilization/over demand in the TAY OP program?
SLC Elisa Koff-Ginsborg
01:59:56
How much of the increases in school based services are direct service working with students and how much goes to administration?
SLC Sparky Harlan
02:05:40
They are more like case managers
SLC Ana G Villarreal
02:08:13
Thank you.
SLC Sparky Harlan
02:11:57
IHOT outreach takes hours to connect with clients because we often do not have adequate contact information, no phones, in encampments. It you cut cost reimbursement the program will lose money because fee for services is extremely low.
Evelyn Tirumalai
02:13:03
we will get back to you, Sparky before the next segment
SLC Sparky Harlan
02:13:26
So, it is a massive cut to IHOT. This is my concern when you say that there is no impact to programs when you change the mix of funding or how payment is made.
SLC Elisa Koff-Ginsborg
02:18:51
This is in regard to all the presentations. It is very unclear what in these presentations changed based on the hours of meetings and discussions with the SLC. Were the only changes those in red? If so, the major ones seemed to be in response to Board of Supervisors. If SLC can not vote item by item, it should be clear what if any of their recommendations were included in all this.
SLC Ana G Villarreal
02:21:05
Thank you Elisa
SLC Sparky Harlan
02:21:39
I agree. We have no input. This is just the BHSD giving us what they want. It is disappointing.
SLC Ana G Villarreal
02:22:01
Agree with Sparky.
SLC Sparky Harlan
02:24:18
My guess is nothing will change. $12 million will go to AOT even if we asked for only a portion of it. Once we were told we cannot make motions then we have no real input. It sounds like SLC throughout the state are realizing this.
SLC Sparky Harlan
02:24:50
Sounds like that would need a legislative fix to have any real input.
Dee DeWitt
02:29:23
Can we get a summary spreadsheet that shows FY 21-22-23 actual/proposed MHSA spending by program that reconciles to the summary presented by Tina?
SLC Ana G Villarreal
02:31:57
Agree with Dee
Roshni Shah
02:34:21
The previous MHSA Annual Revenue and Expenditure Reports (ARER) can be found at this link: https://bhsd.sccgov.org/about-us/mental-health-services-act/annual-mhsa-plans-revenue-expenditure-reports
SLC Ana G Villarreal
02:34:34
Thank you Evelyn
SLC Sparky Harlan
02:36:30
Ok, now I see we are using $10 million for AOT. Then it is a done deal so why even discuss for next year? If already being approved this year.
SLC Sparky Harlan
02:37:40
I guess the BOS saying it was coming out of reserves meant MHSA reserves, not GFs. Just confirming that if the board approves the $10 million it will care over to 2023.
SLC Kathy Forward
02:37:52
Why is our budget so high for AOT compared to the presentations of $4 Million by 2 other counties with the same number of slots?
SLC Elisa Koff-Ginsborg
02:39:15
If the Board of Supervisors votes on using MHSA where possible, does the vote on that bypass the SLC?
SLC Sparky Harlan
02:45:19
You could also expand AO/OA with the surplus funds
SLC Ana G Villarreal
02:45:31
I need feedback about County Counsel and Public Defender's Office fee related to AOT.
