Workforce Development: I suggest expanding out to HBCUs Historically Black Colleges and Universities to recruit. Many students are from the Bay Area and would return home to work. Also others would relocate to work here.

We need the department to make services for justice involved populations a priority, as these individuals are coming out of the jails and prisons with high needs that need to be treated in order to decrease recidivism and increase public safety. This would include services such as Crisis Residential, Intensive Outpatient, FSP, housing and employment/education services.
